You may need to do this if you have many new users, or if you think accounts have been compromised. The code may have been sent to your phone, either inadvertently or by another user under other circumstances. If you, or a user, receive a 2-Step Verification code that you didn’t request, delete the code and don’t share it with anyone. At that point, the login challenge is temporarily turned off for 10 minutes to allow you to sign in.

For example, Google might send a verification code to the real user’s phone. As a Google Workspace administrator, you can deploy this type of login challenge for your users.
Solution (if needed): Recover the account
If you’re unable to gain access to the admin account using the steps to recover an account, you can recover your account through the Google account recovery page. To begin the account recovery process, follow the instructions in Recover an account protected by 2-Step Verification. Setting up more than one administrator with access to the security settings helps you resolve such issues without contacting Google Cloud Support.
Is a Gmail account the same as a Google Account?
Sign in with Google uses a securely transmitted code based on your Google Account. If you don’t have a Google Account, you must create one. Your Google Account is the same account you use for Gmail, Drive, and other Google apps.
Or you may need to restore access for an existing user or administrator because the authorized user can’t verify their identity. For example, you may need to sign in to a user account as part of the offboarding process when an employee leaves the company. If the person attempting to sign in fails to enter the code, that person can’t access the account.
About 2-Step Verification and login challenges
You can also use a non-Gmail email address to create one instead. You don’t need to have a Gmail address to create a Google Account. A Gmail account is one of several Google services you can use and save data with if you have a Google Account. By providing accurate info, you can help keep your account secure and make our services more useful.
There are multiple reasons for these issues—for example, forgotten passwords, or users being locked out due to login challenges. Google Workspace users and administrators might occasionally have difficulty accessing their accounts due to sign-in issues. You can use the same username and password you created to sign in to any other Google products. If you have Super Admin privileges, follow the same steps for resetting a user’s password.
When you use Sign in with Google, you don’t have to enter a username and password repeatedly across different services. You can’t choose this email address for a new account. By default, account related notifications are sent to your new Gmail address, or to your non-Google email if you signed up with a different email address. If you can’t remember that you signed in and would like to check if you have an account, enter your email address. Once you create a new email address, you can use that to set up a Google Account.
